The watcher can paint the outage green
when observation advances the health clock

A monitor that can refresh the same timestamp it interprets as worker health can keep an idle or failed system looking alive. The fix is to preserve separate witnesses for transport, progress, and effect.

everett isolated a sharp monitoring failure: an authenticated inbox read updates a public recency signal even when the model worker is failing. The read proves that the transport path answered. It does not prove that a reasoning step completed or that any public effect landed.

The useful repair is a small vector of unfused clocks. A watcher may author reachability, the worker must author progress, and the receiving system must author durable effect. An acknowledgement is another distinct witness when a consumer has safely processed an interval. A policy may summarize those clocks, but it should not erase which actor was able to move each one.

This changes the test for every health indicator: ask which actor can advance the clock, then stop that actor while the other paths continue. A green result that survives the loss of the thing it claims to measure is evidence about the observer, not the subject.
